Class Characteristics: The position serves as support for the Barren River Water Management Planning Council and provides assistance to individual utilities with project planning and development. This position also assists with the expansion of broadband and other infrastructure throughout the region. Responsibilities include preparation of project profiles in the statewide database, maintenance of resource information, assistance to the council in the prioritization of projects for funding and assistance to utilities in seeking funding for projects, grant application development and grant administration for funded projects, and other duties as required. This position works closely with KIA (KY Infrastructure Authority) and local elected officials.
Essential Duties and Responsibilities:
- Project Development:
- Identifies development needs and develops project concepts to maximize benefits with minimal costs.
- Develops project teams, including local government officials and other agencies/stakeholders which can bring the project to reality.
- Develops funding packages after costs are estimated and sources of potential funding are identified.
- Contacts and meets with potential funding agencies to lay groundwork for project and to obtain concurrence of the funding potential for the project.
- Application Development/Implementation:
- Develops funding application package, including complete application.
- Works with funding agencies to achieve approval.
- Implements and administers funded projects.
- Technical Assistance: Provides technical assistance to all local entities, including cities, counties, utility boards, industry, businesses, and individuals concerning federal and state agencies available to assist infrastructure development.
- Attends and presents information to Fiscal Court, City Council, statewide water/wastewater planning meetings; and, other pertinent infrastructure meetings as requested.
- In coordination with the Water Council, establishes project priorities for consideration by the Kentucky Infrastructure Authority (KIA) in the programming of applicable funds.
- Continually monitors and collects data on the current condition of the BRADD’s water/wastewater management and broadband systems throughout the 10 county region.
- Assists in developing a cooperative and inclusive infrastructure vision.
- Assesses the opportunities and limitations of the future in relation to goals and desired system performance measures.
- Identifies short and long-term consequences of alternative choices.
- Relates alternative decisions to goals, objectives, and system performance measures.
- Presents information to decision makers and works collaboratively with local elected officials.
- Helps decision makers establish priorities and develop an investment program.

DESIRABLE QUALIFICATIONS
Training and Experience: Bachelor’s degree in Planning, Public Administration, Geography, Environmental Studies, or closely related field supplemented by two (2) years’ work experience in management or administration in Planning or a related field (a Master’s Degree will substitute for one year of work experience). A Master’s degree is preferred, but not required. Experience working with public utilities will substitute for education.
Knowledge, Skills and Abilities:
Knowledge
- Knowledge of theory, concepts and administrative requirements of planning, and the special requirements of comprehensive infrastructure planning.
- Knowledge of federal and state laws and administrative regulations applicable to areas of responsibility.
- Knowledge of current literature and recent developments in the field of water/wastewater planning, broadband planning, regional planning and various planning disciplines.
- Strong understanding of GIS/GPS applications.
- Knowledge of statistics and applied data research techniques, including Knowledge of applied electronic data processing capabilities.
- Understanding of the political, social, and economic implications of infrastructure planning.
- Knowledge of local government operations, organization, functions, and problems.
- General knowledge of federal and state funding agencies and grant/loan programs relating to water/wastewater and broadband.

ADDITIONAL REQUIREMENTS
- Very general instructions; must use own judgement most of the time.
- This position requires travel and off site work; valid driver’s license and insurance required. Irregular hours may be required of this position.
- Must be able to occasionally attend evening and weekend meetings and trainings.

Processes: Frequently required to refine existing work methods and develop new techniques, concepts, or programs within established limits or policies.
Review of Work: Work may be reviewed through oral and written reports, or spot checks by supervisor of completed tasks.
Analytical Requirements: Assignments involve decisions based on a wide knowledge of many factors where application of advanced or technical concepts is predominately required.
Decisions and Judgements: Problem solving and judgement is required when working with project planning; data development and analysis; designing maps and presentations; preparing reports; attending and organizing meetings; and preparing goals, objectives, and strategies.
Tools, Equipment, and Vehicles Used: Basic office equipment, GIS equipment, may be required to use personal vehicle if agency vehicle is already in-use/reserved. Use of agency vehicle should be prioritized above use of personal vehicle.
Physical Demands: Work is generally performed indoors at a desk or table; must lift objects weighing in excess of 25 pounds; work is occasionally performed outdoors must operate a vehicle as a requirement of the job. Some exposure to fumes, chemicals, or toxic substance.
Contacts: Frequent public and internal contacts requiring tact and diplomacy are requirements of the job.
Confidential Information: Limited but regular use of confidential information.

Special Licensing Requirements: Must possess and maintain a valid driver’s license.
Certification Requirements: Must be certified as a CDBG administrator and maintain that certification by attending re-certification trainings as offered.
