Salary: $82,920- $101,040 annually; Depending on experience

Knowledge, Skills and Abilities
KNOWLEDGE OF:
- Generally Accepted Accounting Principles (GAAP)
- Government Accounting Standard Board Statements (GASB)
- Budgeting, Accounting and Reporting System (BARS)
- Generally Accepted Auditing Standards (GAAS)
- Municipal government policies, procedures, structure, applicable local, state and federal laws, codes, regulations and ordinances
- Principles and practices of governmental budgeting, and accounting, and reporting procedures and practices
- Correct usage of English grammar, spelling, punctuation and vocabulary
- State, local sales and use tax rules, regulations and rates
- Municipal financial research and analysis methods and techniques
- Laws, rules and regulations related to accounting in government operations
- City organization, operations, policies and objectives
- Computer systems and applications related to accounting
- Modern office practices, procedures and equipment including PC and related software (Excel, Access and Word in Windows environment)
Using personal computer programs to develop complex spreadsheets and conducting financial analysis

ABILITY TO:

- Perform a wide variety of professional accounting duties
- Establish and maintain trust, confidence and effective working relationships with City staff and members of outside agencies including the State Auditor’s Office
- Provide technical expertise and information regarding accounting principles, practices and policies
- Analyze and prepare a variety of complex records, reports and other financial documents, using various computer applications, including CAFR and various other financial statements, other technical financial reporting, and special reports and projects as assigned
- Define problems, collect data, establish facts and draw valid conclusions; apply common sense understanding to solve practical and complex problems; and deal with a variety of variables in situations where only limited standardization exists
- Provide technical expertise and information regarding GAAP, GASB and BARS
- Analyze and solve complex technical accounting and financial problems
- Plan, organize and oversee assigned work programs, including monitoring legal requirements
- Read, analyze, interpret, apply and explain codes, rules, regulations, policies and procedures
- Plan and organize work to meet schedule and timelines
Education, Experience and Other Requirements
Education:
Bachelor's degree in Finance, Accounting, Economics or closely related field; and
Experience:
Five (5) years of professional accounting experience including preparation of CAFR and/or complex combined financial statements. Professional level municipal accounting highly desired.

In place of the above requirement, the incumbent may possess any combination of relevant education and experience which would demonstrate the individual's knowledge, skill and ability to perform the essential duties and responsibilities listed above.
LICENSES AND OTHER REQUIREMENTS:
Valid Washington Driver’s License
Certified Public Accountant (CPA) or Certified Management Accountant (CMA), preferred
Must have experience in complex financial reporting
